New blank 1.3 ECU

Hi everyone
I have problem with Corsa 09 1.3 brand new, never program from vauxhall,
when trying to full scan with tech2, engine show on the list, but when I tried to go to engine section to programming show unknown ECU, and I couldn't go through to conect with module, I try from BCM, but still when I choice ECM new install programming stop unsuccessful.
I done many of them second hand without any issue
enyone program brand new ECU, or have any idea?
