How do you know how many liters you got?

Fuel gauge problem
Drive Zafira B 1.9 CDTi (Z19DT) and have problem with fuel level display on dashboard.
When gauge show half of tank - actual there around 23 litres of fuel (not 28 litres).
By gauge on my car first half - 23 litres, second half - 33 litres
There any chance adjust / reprogram gauge to show first half 28 litres and second half too 28 litres ?
