Yea cd70 ident FC part number
13283223 is black, it doesnt depend from country but from trim
Eg when you buy a brand new lets say astra mk5 in uk with piano black interior and if you will choose cd70 as optional extra i dont think they will stick silver one in, so they checks trim and orders correct one for your trim option
Same as cosmo trim in eu is nothing special in uk its simple half leather seats

If you want something special
Check heated steering wheel, aux heater etc thats depends from region you are in, they wont sell cars in africa with heated wheel but in norwey will

Ah and cd60 was mainly fitted in corsa not in astra, astra had cd70 instead
