exhaust gas flow rate and boost problem

hi all, i have a 2005 astra h 1.9 cdti and i am getting a fault with insufficient exhaust gas flow rate, could this be caused by the two blanking plates i have on the egr valve, also i have a problem with power, when in first and second gear i have a lack of power untill about 2500 rpm then the power comes in all at once, i have changed the egr valve cleane boost sensor and tried another one changed boost solenoid and cant see any boost leaks.

If you haven't had the EGR mapped out then blanking plates will cause an issue. Some people drill 10mm holes in the plate to avoid issues, but that defeats the object.
