You have to stand at the front of the car and stare at the headlamps for a few minutes
Then run to the left and see if they follow you

No but seriously when you start the car up against a wall or so the lights will do a warm up start up dance where they level etc and move around
Also you can drive in the night around corners and you should see some movement
