When I fitted peps, I couldn't turn the ignition on but there is a way with tech 2 by going into the peps unit entering the security code then it would allow me to use the start button to turn it on and program the van. This is assuming that the units are ok.
Does anything work on the car, interior lights etc?
I'd go back to basics and check to see if there is power at each unit and that the earths are good.

to get ignition remove button (needs centre console to be removed) put jumper wire from pin 5 to pin 2
if you dont want to do this test it with multimeter !!button itself!!
pin 5 to 2 (ignition) when pressed should bring up continious
pin 5 to 3 (start) there is resistor fitted so check for resistance

I've just been out and tried this on the van with no keys any where near it,

      Diagnostics>
      year> 2007
      Vehicle> astra
      Body>
Peps> "confirm ignition on" press confirm but the button wont work yet.
      Programming>
Program ecu> If it says ecu already programmed then go to.
      Program Keys>
Security code> It will ask you to turn the ignition on, now try the button. Mine switched on at this point.

come out of the program keys screen if they are still programmed and you can work around the whole car.

If tech 2 cant find the peps unit, its probably u/s but check that it has power to it.
